(personally I have downloaded a tool, but I didn't use it to get new gear, rather I used it to go back to level 0 just to see what my new gear even changed. Theres a number of reasons behind this, but the general gist is that the developers did not go out of their way to embrace the modding community (despite constantly touting supporting it), and never released things like the engine coding or SDKs to the public. Sorry that you're the outlet of a long pent up vent, just thought I'd throw my two cents in on the "people cheating in games with multiplayer" concept. Dawn of War is arguably one of the least mod-friendly games that actually allows mods. That said, I do hate when people take this attitude into things that will bother other peoples games, like people who will use trainers in Dark Souls because the game is "too hard otherwise" yet insist on playing online in human form because "Hallowed is ugly, invaders deserve to be griefed by hackers" and other such stuff like that. I don't care if you "hack" to change the look of your army, it's purely cosmetic and you'll only be taking away your feeling of accomplishment by not earning it.
